All-the-time Degeneration Ranger
I've been messing with a LOT of builds lately, and I just kind of want to know if you guys think this one's good... Well, here goes nothing!
Drainer Ranger (E/R)
____________________________
1.Melandru's Arrows {E}
2.Mark of Rodgort
3.Favorable Winds
4.Conjure Flame
5.Penetrating Attack
6.Dual Shot
7.Troll Ungent
8.Resurrection Signet
Weapon: Fiery Bow
Foci: +27 Energy, -1 regeneration
Marksmanship: 10+
Wilderness Survival: 12+
Fire Magic: Whatever's left, plus some runes
Equip the Focii so that you have enough energy for Mark of Rodgort and Melandru's Arrows. After doing so, use Favorable Winds for even more damage. Then, equip the bow. Go for an enemy who is enchanted. If they are, they will get max HP degeneration as long as your enchantments and preperations last and you are attacking them (bleeding + burning). Use Penetration attack for a bit of extra damage, and Dual Shot for twice the power.
Yeah, I know this is very Energy-consuming for a Ranger. Dual Shot and Penetration Attack aren't completely necessary, though - just a little extra damage here and there. If you have any questions about situations, advice, constructive criticism, or any other feedback, feel free to post it. Thanks!

mark eats up your energy. try a e/r instead of r/e and see how it comes out with storage instead of expertise.

Yea, I was thinking about that, only then you couldn't use any runes for the ranger. Besides, the idea isn't to use Dual Shot and Penetrating Attack - it's to give them major damage with constant, max degen and Melandru's.

Conjure Flame doesn't make your attacks Fire-based, it makes your Fire-Based ayyacks do more damage.
EDIT: Alright guys, I changed it to where he's an E/R, but there's still not much left for Energy Storage. This way, though, you CAN have more runes for Fire Magic (for Conjure Flame), and I guess some for Energy Storage too, but that'll probably put you at... maybe 5 Energy Storage? Any other ideas guys?

Drop Trolls unguent.. it's interruption heaven, and takes up a place on the skillbar, Monks SHOULD heal you.. and if not use something else to heal like blood magic or soul feast.

I have run a similar build. Drop conjure flame, use fiery bow. Use Apply Poison for 4 degen instead of Mels Arrows. That lets you pack glyph of energy as your elite which gets rid of the casting cost on mark of Rod. You will hold ppl at -11 degen (on fire + poisoned) indefinately.

You should consider using Kindle Arrows with a Zealous bow or something. Kindle is better than any fiery bow in that it adds fire dmg to weapon letting conjure kick in. Overall dps goes up
